Overview
Beginning in July 1999 and continuing through August 2000, a coalition of
over fifty citizens worked to identify & address the most critical issues
facing children and families in Tillamook County. The following links give
an overview of their work and accomplishments. It is our hope that visitors
to this site will find the information useful in their own planning and
resource development. While all the information contained in these pages
are copy righted by Tillamook County (Disclaimer), permission is given
for use in your grant writing or other endeavors.
Work continues during 2001! Two tracks are currently underway: continued planning and systems analysis; and implementation of strategies identified during the first year. These pages will be updated as work progresses.

What is the Comprehensive Strategy?
A Planning Team, appointed by the Tillamook County Board of Commissioners,
worked under the leadership and direction of the Tillamook County Commission
on Children & Families. The local commission, as it's known, was appointed
by the Tillamook County Board of Commissioners as the lead planning agency
for all health and human services in the county. Planning Team and Work
Group members gave unselfishly of their time, expertise, and creativity
to complete this plan. Their dedication and willingness to "think outside
the box" is an inspiration to the entire community.

County Profile. gives a narrative description of Tillamook County including location
and demographics; the environment; and employment and the economy. The County
Profile will assist the reader in understanding both the strengths and weaknesses
present in Tillamook County and give context to the plan itself.

Planning Process. gives a narrative description of how Tillamook County used the
Office of Juvenile Justice & Delinquency Prevention's Comprehensive
Strategy as a framework to plan for all health,education and human
services within the county. The Planning Process description will assist
the reader in understanding how local citizens went about incorporating
over 25 local and state plans into one, coordinated county plan for children
age 0-8 and their families.

Work Group Summaries & Recommendations. gives a narrative description of the three Comprehensive Strategy Work Groups including: membership & involvement; process description; findings and products; and recommendations. The Work Group Summaries & Recommendations will assist the reader in understanding how the components of the Comprehensive Strategy were developed. Each Work Group also produced recommendations for improving the health and well-being of children & families in Tillamook County - these form the core elements of the 10 year plan and are detailed in the Goals and Implementation sections as well. There are four Work Group Summaries included here:
Objective Decision-Making Work Group. A summary of the group's roles and responsibilities, process and accomplishments. This workgroup produced detailed findings for
- the Juvenile Justice System,
- the Child Welfare System,
- the Home Visitation System ; and
- the Chemical Dependency Treatment System.
Data Analysis Work Group. A summary of the group's roles and responsibilities, process and accomplishments. This workgroup produced detailed findings about community conditions that both promote and hinder community wellness.
Resource Assessment Work Group. A summary of the group's roles and responsibilities, process and preliminary result of the assessment survey.
