As a result of an order of the Land Conservation and Development Commission, Tillamook County has proposed Ordinance Amendment OA-99-07 (Periodic Review Task 10: Riparian Overlay Zone): to amend the Tillamook County Comprehensive Plan to include new and/or revised inventory, analysis, findings and policies relating to waterbodies and riparian areas, and to amend the Tillamook County Land Use Ordinance with a proposed Section 4.085 (Riparian Overlay Zone). A public workshop is scheduled for May 5 at the Tillamook County Courthouse.
The County is proposing to present the amendment in two phases. The first phase will be applied to non-farm or non-forest activities as they occur on farm and forest zoned lands and will be regulated by a new section, 4.085. The second phase will address rural residential, coastal shorelands and other zoned lands in the county at a later date to revise the current Tillamook County Land Use Ordinance Section 4.080 (Requirements for Protection of Water Quality and Streambank Stabilization). However, until phase two is adopted, the current Tillamook County Land Use Ordinance Section 4.080 (Requirements for Protection of Water Quality and Streambank Stabilization) will remain in effect for all other land use zoning. Be advised that the above description of the proposed ordinance amendment and its effect on property may change prior to adoption, as the Planning Commission and the Board of County Commissioners take into account testimony and evidence from the public, public agencies and county staff.
