Tillamook County Sheriff - Former Sheriff's - 1854 to Current

Sheriff Donald W. Waters, Sr.

Served from: 1992-1993

Donald Wayne Watters Sr. of Woods died February 22, 2002, at the age of 62.

Don had been an Oregon resident since 1948.

Don attended Garibaldi Grade School and Neah-Kah-Nie High School, graduating in 1958. He furthered his education at Clatsop Community College and Central Washington State College. In 1959, he was married  to his wife, Jo Anne. He spent the majority of his working career with the Tillamook County Sheriff's Office. Starting as a reserve in 1964, he became a full-time Deputy in 1969, and was promoted to Corporal in 1975.  In 1977 he was promoted to night Lieutenant and then acted as interim Sheriff in 1992 before becoming Criminal Lieutenant in 1995.

During his 32 years with the Department, he held several positions and received numerous promotions and awards. Some of his positions included:
  • member of Oregon Narcotics Enforcement Association
  • member of Oregon Juvenile Law Enforcement Association
  • Department Youth Services Coordinator
  • Adviser to Nationally Recognized Law Enforcement Explorer Post No. 775
  • Search and Rescue Coordinator

    Don was nominated for one of Oregon's five Outstanding Young Men Awards in 1974, and was recipient of the Department's Officer of the Year Award in 1983.

    Apart from their own children, Don and Jo Anne helped care for and raise 52 foster children over the years.

    Former Sheriff, Todd Anderson, said, "Don was a great friend and co-worker, and he will be missed. One of the things I remember so well was how he and his wife, Jo Anne, were active in the community, with the South County Food Basket Project. Their house was a staging point of that."

    Don said at the time of his retirement, "I saw the value of teamwork and sacrificing individual desires to achieve a common goal. I have seen and heard enough of what police officers see and hear to last me at least two lifetimes. I did not realize many years ago that my employment with Tillamook County government would not only put me in a position to help others, but would afford me the opportunity to work with many of the county's finest people."

    A memorial service was held on March 8, 2002, at 2:00 p.m., at the new ATV Center at the Justice Center.
