Tillamook County plans for each of its 12 unincorporated communities, including Hebo.
In March and April of 2002, Community Development staff conducted a survey by mail to all residents of Hebo. Staff also held a community meeting on April 16th, 2002. The community plan was completed and approved in 2002:
Staff is continuing to work with the Hebo Community and with the Economic Development Council of Tillamook County (EDC) 
to implement portions of the Community Plan.
